Background of Mahila Panchayat Program

Though the system of Panchayat is rooted in our culture, and being a man dominated and hierarchical group, they never delivered justice to women, Mahila Panchayat program is a campaign which talks about women rights and security. The goal of the program is to provide effective redressal mechanism within the community to protect right of every women in the state. It is a dream of every citizen of this country that one day there would not be any domestic violence against a woman in the society.

  • To build up the capacity of grassroots women to deal with day-to-day domestic violence in the family.
  • To become aware about their rights and get justice without fear and panic.
  • To equip with knowledge and information so that they could fight strongly against the society particularly male dominated.
  • To provide a forum for solving their conflicts and family disputes within the society.
  • To build up a community level group of volunteers who can assist victims on the spot.

Though the achievement of this program is not so high, but it has brought out women from house to ask justice from the society. Consistency of SAFE Mahila Panchayat in J.J. Colony Khyala New Delhi, 110018, are the evidence of our success for past years. Atrocity with woman at home is a serious concern in the society. Mahila Panchayat Program protects the rights of woman.

Delhi Commission for Women is an autonomous state govt. body and shouldering responsibility of legal support to women suffering from any Domestic Violence or family dispute. In the year 2001, the commission started its first threshold venture in association with a group of grassroots level NGOs and CBOs in Delhi. In fact that was the beginning of Mahila Panchayat in wide range.


Rights Awareness, Redressal and Advocacy

India manifests a prolonged and relentless history of violence against women and girls – a manifestation of the nation’s endemic patriarchal bias that manifests in myriad ways and in an array of domains. From Domestic Violence and Marital Rape, to Dowry Deaths, Sexual abuse or Harassment at the Workplace, or mundane eve-teasing. The forms that violence against women takes are many. While violence and rights’ abuses persist unabated, the nation’s legal machinery staggers in recording and convictions.

A 2012 survey revealed the striking callousness of law – fewer than 15% of the rapes reported came to trial, only 24.2% of the registered Rape cases in the year had lead to conviction. Women then have been victims also of an apathetic legal mechanism, with little or no access to remedy or redressal.

SAFE-NGO’s women empowerment initiative, in partnership with the Delhi Commission for Women (DCW) also provides a platform for articulating rights-abuses and securing legal counsel and redressal for women from one of Delhi’s most impoverished and vulnerable communities the J. J. Colony residing at Khyala, New Delhi, 110018. The ‘Mahila Panchayat’ conducts periodic workshops for rights-awareness and has weekly meetings to hear grievances. It provides counsel and facilitates familial or legal redressal of rights violations.


SAFE NGO's Mahila Panchayat Program thus aims at :-

  • Creating rights’ awareness amongst women from marginalized communities.
  • Providing a platform for articulating rights’ abuses.
  • Facilitating redressal through counseling and legal procedures.
  • Mobilizing men and women towards communal vigilance and proactive action.

Mahila Panchayat Work Style

Step 1 :-

पीड़ित महिला / लड़की स्वयं या अपनी किसी परिचित महिला / सामुदायिक कार्यकर्ता / महिला पंचायत सदस्य के माध्यम से महिला पंचायत में संपर्क कर सकती है


Step 2 :-

पीड़ित महिला / लड़की स्वयं या अपनी किसी परिचित महिला / सामुदायिक कार्यकर्ता / महिला पंचायत सदस्य के द्वारा महिला पंचायत में अपने साथ हुए / हो रहे उत्पीड़न की जानकारी दे सकती है यदि महिला / लड़की पंचायत में नहीं आ सकती है तब महिला पंचायत के सदस्य महिला से संपर्क करेंगे और उत्पीड़न की सत्यता के प्रमाण के रूप में महिला द्वारा लिखित शिकायत लेंगे


Step 3 :-

महिला पंचायत के सदस्य महिला द्वारा लिखित शिकायत के आधार पर दोषी (प्रतिवादी) को महिला पंचायत में अपना पक्ष रखने के लिए डाक / सामुदायिक कार्यकर्ता के माध्यम से नोटिस देकर बुलाया जाता है

महिला पंचायत के सदस्य महिला द्वारा लिखित शिकायत के सन्दर्भ में सभी सदस्यों से बैठक में विचार विमर्श करते है (पीड़ित महिला स्वयं आकर भी सदस्यों के सामने अपनी बात रख सकती है) और पीड़िता (वादी) की शिकायत के आधार पर दोषी (प्रतिवादी) को महिला पंचायत में अपना पक्ष रखने के लिए बुलाया जाता है

महिला पंचायत के सदस्य महिला (वादी) द्वारा लिखित शिकायत के आधार पर दोषी (प्रतिवादी) से विवाद की वजह ,और महिला के उत्पीड़न से सम्बंधित कानूनों के आधार पर वादी और प्रतिवादी से बात करके समस्या को पंचायत की मध्यस्थता के माध्यम से सुलझाने का प्रयास करते है

महिला पंचायत के सदस्य / सामुदायिक कार्यकर्ता या पीड़ित महिला की जानकार महिला से लगातार संपर्क में रहते है और समय-समय पर महिला से उसके पारिवारिक माहौल और सुख:दुःख की जानकारी लेते रहते है ताकि महिला के साथ अब कोई उत्पीड़न नहीं हो रहा है इसकी जानकारी पंचायत को मिलती रहे
